Skilled Utilities Operator Traineeship
The Skilled Utilities Operator Traineeship is a fully funded 13-month training programme which will provide you with the skills and knowledge you need to deliver infrastructure for utilities companies.
Upon successful completion of the Traineeship, you will achieve a CABWI Level 2 Diploma in Network Construction Operations – Water Main Layer (Self Lay & Distribution) as well as many essential industry-recognised training qualifications.
The simulated site training at Mount Lucas, as well as a recognised qualification, will prepare you for a career in a progressive industry with many pathways for promotion and self-employment.
In order to participate on this programme, you must be at least 18 years old, be reliable, have a strong work ethic and be willing to work as part of a team in an outdoor environment.

Phase 1: (11 weeks) Simulated Site Training at Mount Lucas
This introductory phase will immerse you in the construction industry, focusing on the importance of site safety and how to uphold it effectively. This initial stage is designed to prepare you for a hands-on experience on a real construction site in Phase 2, equipping you with the skills and confidence to work professionally and safely. You’ll complete essential certifications, including:
- CSCS Site Dumper Operations (New Entrant)
- CSCS 360 Excavator Operations (New Entrant)
- Safe-pass
- Manual Handling
- First Aid
- Abrasive Wheels Training, Health & Safety Awareness
- Concreting & Kerbing
- Confined Space Training
- Asbestos Awareness
- Working at Heights
- Water Hygiene- EUSR Blue Card
- Steel Fixing
- Lay Cobble Brick
- Lay Paving
- Gravity Pipe Systems – 300mm concrete pipes
Phase 2: (12 weeks) Work Placement
This Phase allows candidates to apply the skills learned in Phase 1 to a real life work environment.
Phase 3: (12 weeks) Simulated Site Training at Mount Lucas
In this phase, you’ll build on the knowledge and experience gained during your work placement. After gaining an understanding of the inner workings of a construction site, you’ll now have the opportunity to apply what you’ve learned in real-life situations on our simulated site. Our utility tutors will support you in further developing your skills and introducing new practical tasks that deepen your learning. This phase also marks the beginning of your formal coursework, where you’ll start modules leading toward your diploma. This stage is designed to reinforce your practical skills while expanding your theoretical knowledge, setting a strong foundation for your career in construction. Some of the practical work you will learn:
- Creating & maintaining an efficient, effective, safe & secure environment in the utilities sector
- Install equipment for safe working on sites & on the highway
- Locate & avoid supply apparatus
- Excavate & maintain holes & trenches
- Reinstate excavations & pavement surfaces after utility network construction
- Operate powered tools & equipment for routine & predictable requirements
- Slinger Signaller Operations
Phase 4: (11 weeks) Work Placement
This Phase allows candidates to apply the skills learned in Phase 3 to a real life work environment.
Phase 5: (11 weeks) Simulated Site Training at Mount Lucas
In this final phase of your training at Mount Lucas, you’ll bring together the knowledge and skills you’ve built to work confidently and independently. This stage focuses on mastering the more intricate aspects of your practical work and applying your expertise with minimal guidance. You’ll also complete the remaining modules required for your diploma, ensuring you’re fully prepared for a successful career in the construction industry. This phase solidifies your ability to work professionally, paving the way for your future roles in the field.
